The creek, and the paperwork it brings
On September 1, 2021, remnants of Ida put the USGS gauge below Downingtown at 19.31 feet and 21,000 cubic feet per second. The previous record, Agnes in June 1972, was 8,160 cubic feet per second, so Ida ran about 2.6 times higher. The next-highest crests on that gauge, 14.79 feet in 1999 and 14.38 in 2006, are not close.
That history is now in the planning. In December 2025 the state awarded Downingtown Borough $375,000 for a Downingtown area flood planning project, run jointly with Caln Township. For a buyer it comes down to two documents: the FEMA panel for the parcel and the flood determination the lender orders anyway. If the house sits in a special flood hazard area, a federally backed mortgage requires flood insurance for as long as the loan lives, and the premium belongs in your escrow estimate from day one. Kardon Park and the Struble Trail are lovely, and they are on the lowlands for a reason.
A borough on a grid, townships all around it
The borough was settled in 1716, incorporated in 1859, and had 7,892 residents at the 2020 census in roughly 3,200 housing units: Victorians and early-1900s singles and twins on the grid, mill-era rows near Lancaster Avenue, and brownfield sites on the southeast side turning into houses. East Caln wraps the eastern half of the borough and is largely indistinguishable from it at street level, running from condos to large singles. Uwchlan, north of the Turnpike side, holds Lionville, Eagleview and the 1970s-to-2000s subdivisions. Toll Brothers is building Stonemill Village, 89 townhomes of 1,825 to 2,114 square feet from $540,000, with move-ins dated September 2026 into January 2027.
Old houses, and the loan that fits them
A borough twin from 1908 appraises like what it is. Roof, railings, peeling paint, knob-and-tube, one full bath upstairs. A renovation loan finances the purchase and the work together and underwrites to the after-improved value, which is how these houses get bought without a cash pile. FHA 203(k) allows structural work with a consultant; HomeStyle and CHOICERenovation run on conventional terms. The sequence matters: contractor bids and a written scope of work go in before the appraisal is ordered.
Out in the townships it is usually a straightforward conventional purchase, and above $832,750 on a one-unit house the file becomes jumbo. First-time buyers should check the county’s $40,000 program and PHFA’s $588,800 Chester County price cap against the actual contract, because at $589,500 the median sits right on that line.
Trains, and the Fourth of July
Downingtown station carries SEPTA’s Paoli/Thorndale Line and Amtrak’s Keystone service, with 360 spaces today, 226 daily and 134 municipal, and 60,830 Amtrak riders in fiscal 2025. Sunday SEPTA service ends at Malvern, so plan Sundays around the car.
Good Neighbor Day returns on July 4, 2026, the 46th, at Kerr Park: a 5K, a carnival, a craft fair and fireworks that benefit seven ambulance and rescue squads across the school district. It is the one day a year the borough’s parking situation is a genuine spectator sport.
The rest of the year, the Struble Trail runs 2.6 paved miles north from Kardon Park along the East Branch on the old Pennsylvania Railroad Waynesburg branch, open since 1979. It is also a fair map of the low ground, which is worth a walk before you make an offer on anything near the water.
The market, and two tax bills that look nothing alike
Two hundred and five sales closed in the Downingtown ZIP in July 2026, sixteen more than the July before, at a $589,500 sold median. The number to notice is the clock: 39 days on market, where the previous July was 21. Nearly double, in a year, on a rising count. Figures are Movoto’s.
Downingtown Area School District adopted its 2026-27 budget on May 13, 2026 at 33.0268 mills, up 3.5% from 31.910, with a homestead credit of $354.38. That is the large line on every bill in the district, and it applies to a 1996-era assessment, so do not read 33 mills as 3.3% of the price.
The municipal lines diverge. Uwchlan Township went to 1.025 mills for 2026, its first general real estate tax increase since 1989, adopted on December 8, 2025 to cover a deficit of about $854,000, and split across general, hydrant, fire and EMS. Uwchlan trash went to $110 a quarter from $95, sewer to $150 from $125. In the borough, refuse jumped to $90 a quarter from $60 for 2026, a 50% increase after the borough spent down its refuse fund, and sewer bills at $7 per 1,000 gallons. Transfer tax is 2%, or about $11,790 on a $589,500 sale, customarily split.
