Wells, septic and what the township wants
Public water and sewer reach designated areas through the London Grove Township Municipal Authority, and outside those areas houses run on private wells and on-lot septic. London Grove has required on-lot systems to be pumped at least every three years since its on-lot sewage management ordinance took effect in March 2012, and the Chester County Health Department permits systems and wells and enforces Act 537.
For a buyer that means the file carries a septic report and a water test in addition to the appraisal. Ask for the pumping records early, since they exist by ordinance. If you are buying acreage instead of a finished house, the order is longer: soil probe, perc test, then a planning module or an exemption before anything gets built, which is why raw land is financed with a lot loan.
The USDA question, answered properly
This is the corner of Chester County where a no-down-payment USDA loan is worth asking about. Parts of the southern and western county fall inside eligible areas. That is the honest ceiling on what anyone can tell you from a town name, because USDA maintains an address-level map, the line can run down the middle of a road, and areas get redrawn.
The sequence that works: pick the house, run the exact address on USDA’s own eligibility map, then have the lender confirm eligibility and check your household income against the limit for this area before the offer goes in. Eligible means the full purchase price financed with a guarantee fee up front and a small annual fee in the payment. Ineligible means a conventional or FHA file on the same house. Either answer is workable once you have it in writing.
Two boroughs and the ground between them
Avondale covers 0.49 square miles with 1,274 residents, on the East Branch of the White Clay Creek where PA 41 comes through. West Grove is 0.65 square miles and 2,775 residents, with the 1867 Roselyn Theater building and the 1883 National Bank of West Grove still on the street; the borough calls itself the Home of the Roses, after the nursery that by 1885 was the largest rose grower in the country.
The townships hold most of the houses. London Grove, 8,797 residents, has taken most of the growth south of U.S. 1 and includes the Village of Chatham, Inniscrone golf and the 145 acres of Goddard Park. New Garden, 11,363 residents, holds Toughkenamon and the densest concentration of mushroom growing and packing in the region. Penn Township, 5,644 residents, grew 90.8% during the 2000s and includes Jennersville.
Getting anywhere from here
There is no passenger rail in this corner of the county. Newark, Delaware is roughly twelve miles and twenty-one minutes for the nearest SEPTA terminus, and everything else is U.S. 1, PA 41 and the back roads. PennDOT began replacing the Broad Run Road bridge in New Garden in May 2026, a months-long closure that reroutes a fair amount of local traffic, so drive the route before you commit to it.

What it sold for, and what it costs to hold
Two medians, two postal areas, one month. West Grove: $693,545, on 61 closings where the previous July had 40. Avondale: $589,950, on 26, and 17 days between listing and agreement. Both figures are Movoto’s for July 2026. Both are postal-area figures, so a borough twin and a township house on two acres land in the same median.
Avon Grove School District posts 36.00 mills for 2025-26. Its preliminary 2026-27 budget of $127,561,463, reported on February 25, 2026, carried a 4% increase, and the adopted rate is not published where a buyer can read it, so work from the seller’s current bill. Add the county’s 5.164 mills and the township line.
As everywhere in Chester County, those rates apply to 1996-era assessed values. A $693,545 sale implies an assessment near $212,000 at the county’s 30.6% common level ratio, so the arithmetic is nothing like a percentage of the price. Transfer tax is the standard 2% in all five municipalities here, about $13,871 on that West Grove median and $11,799 on the Avondale one, customarily split.
If the property is served by the township authority, check the water and sewer account at settlement along with the taxes; the authority posted a boil-water alert in August 2026, which is a reminder that the utility is a small local system with its own billing cycle.
